How is drug impairment measured?

Though intoxication levels have a proven method for testing, measuring drug impairment is much more subjective and debatable. There is really no set standard for this, unlike blood-alcohol concentration, which is set at .08 across all 50 states.

Marijuana is arguably one of the most common drugs involved in DUI cases. However, it is also the most difficult to determine accurate impairment with. Why?
